Trusses are manufactured at the factory and cannot be broken, cut, or have unattached gangnails  Sometime as the home is being built or as the trusses are being delivered they break and must be repaired properly.  In this case the truss had not been repaired according to the truss manufacturers specifications.  This is serious because structural failure of the unit becomes a possibility.  I find this kind of improper repair all the time while doing predrywall inspections.
